There was a need for the team to have one more technical expert to meet the vision of the project. As it is a high-end technical project with the need to adhere to confidentiality principles, the new resource can be identified in multiple ways. In engaging the team to decide on the way to identify a resource, there were several options coming into picture including hiring an external resource, hiring a technical expert from another team, shuffling team members. But, the team was specific about avoiding personal referrals that can involve bias.
